Development and approval of traffic guidance schemes
REGULATIONS OF THE REPUBLIC OF LATVIA FOR TGS INSTALLATION/REMOVAL
According to the second part of Article 38 of the Road Traffic Law, traffic management technical devices (TGS – road signs, road markings, traffic lights, parking technical devices, screw-in speed bumps, rubber vehicle stops, reflective posts, etc.) are installed/removed in accordance with the construction project. However, if a construction project is not required, the road manager must develop and approve the TGS placement scheme with the relevant municipality if such a department exists, or with the Latvian State Roads in all other cases.

- APARTMENT COURTYARDS, COMMERCIAL ROADS, MUNICIPAL STREETS:
El Camino develops the TGS placement scheme within 1-4 working days from the moment payment is made. Once the TGS placement scheme is developed, it is approved by the client. From the moment client approval and all necessary documents are received (see below for the applicable variant for TGS installation), the TGS placement scheme is submitted for approval with the ĀMD (in Riga), another Latvian municipality, or the Latvian State Roads, which usually reviews and approves it within 1 calendar month. - DEVELOPMENT OF TRAFFIC GUIDANCE SCHEMES IN CONSTRUCTION ZONES: Scheme development takes 1-3 working days (if the project is large, the timeline is discussed individually) from the moment payment is made. Once the construction scheme is developed, it is promptly approved by the client. From the moment client approval is received and the client has provided all necessary information about the construction site (see detailed description below), the TGS placement scheme is submitted for approval with the ĀMD (in Riga), another Latvian municipality, or the Latvian State Roads, which usually reviews and approves it within a maximum of 5 working days.

Development and approval of traffic guidance technical device placement schemes in Riga (4 options)

1. TGS scheme in the courtyard of an apartment building or on a private road:
- Application to ĀMD – DOCX / PDF, we will prepare the application sample for submission to ĀMD on your behalf (the application must be completed, including signatures, in accordance with regulatory requirements and must include authorizations that comply with regulatory requirements).
- Existing situation TGS scheme (not required if a previous TGS scheme has not been approved).
- Photographs (current images) of the area where TGS installation or removal is planned (photos must clearly show the entire area from all angles).
- TGS placement scheme (we will develop it on your behalf) or TGS installation project (if prepared by another party).
- Current land registry extract.
- Extract from the decision of the apartment building owners’ association (must include the results of the owners’ survey). Please note, when conducting the survey, avoid specifying “exact” TGS numbers or names; instead, describe in general terms that “traffic technical devices” will be installed.
- Copy of the land boundary plan.

2. TGS scheme on a commercial road:
- Application to ĀMD – DOCX / PDF, we will prepare the application sample for submission to ĀMD on your behalf (the application must be completed, including signatures, in accordance with regulatory requirements and must include authorizations that comply with regulatory requirements).
- Existing situation TGS scheme (not required if a previous TGS scheme has not been approved).
- Photographs (current images) of the area where TGS installation or removal is planned (photos must clearly show the entire area from all angles).
- TGS placement scheme (we will develop it on your behalf) or TGS installation project (if prepared by another party).
- Current land registry extract.
- Copy of the land boundary plan.

4. On a road (street) within the red lines and owned by another party:
- Application to ĀMD – DOCX / PDF, we will prepare the application sample for submission to ĀMD on your behalf (the application must be completed, including signatures, in accordance with regulatory requirements and must include authorizations that comply with regulatory requirements).
- TGS placement scheme (we will develop it on your behalf) or TGS installation project (if prepared by another party).

Development of traffic guidance schemes in construction zones
According to the second part of Article 42 of the Road Traffic Law and Cabinet Regulation No. 421 “Regulations on the Equipment of Workplaces on Roads,” the contractor for road construction and repair work must ensure that the workplace on roads is equipped with road signs and restrictive and diverting devices in accordance with the requirements set by the Cabinet.
Therefore, based on the above, before commencing road construction and repair work, it is necessary to develop/approve a worksite equipment scheme for the construction period, following the laws of the Republic of Latvia, Cabinet regulations, and other requirements (we offer to develop/approve it on your behalf).
Important information to submit before developing the construction scheme:
– A marked-up image or map of the proposed work zone (including the layout of workers, equipment, barriers/delineators, etc., that will occupy the planned construction area).
– The name and contact number of the responsible construction manager.
– The name of the responsible construction company.
– The start and end dates of the construction work.
– Work hours (time) specifying when the construction work will take place from morning to evening (if the work is planned at night, indicate the night hours during which work will be carried out).
Special attention must be paid to the development of the worksite equipment scheme to ensure that traffic guidance changes are immediately clear. A properly designed traffic guidance scheme during construction can significantly reduce the risk of road traffic accidents and may also reduce construction time and costs.

Development of TGS placement schemes throughout Latvia

Outside of Riga, TGS placement scheme approval follows similar procedures as within the Riga city area. In Latvian municipalities, it is necessary to fill out a free-form application or a pre-prepared form and submit it along with the developed TGS placement scheme. Additionally, a copy of the land registry and, if it is an apartment building, an extract from the decision of the apartment building owners’ association is required.
